Consultation Meeting with the Stakeholders to Develop M&E Framework for AMR Surveillance
As part of its continued commitment to combat antimicrobial resistance (AMR), Bangladesh has taken a significant step forward in strengthening its national AMR surveillance system through the consultation of the AMR Surveillance Monitoring & Evaluation (AMRSurME) Framework. The review workshop, held on May 7, 2025, in Dhaka, brought together key government stakeholders, technical experts, and partners to finalize this critical tool for enhancing AMR monitoring, data-driven decision-making, and strategic planning.
Hosted with support from the CAPTURA 2 Consortium, including International Vaccine Institute (IVI) and Heidelberg Institute of Global Health (HIGH), the workshop marked the culmination of months of collaborative work to customize the AMRSurME Framework in alignment with Bangladesh’s updated National Strategy and Action Plan for AMR Containment (2023–2028) and National AMR Surveillance Strategy (2020–2025). The framework reflects WHO GLASS standards.
Participants included representatives from IEDCR, CDC-DGHS, WHO, and Fleming Fund Country Grant programme, along with national consultants from CAPTURA Bangladesh. They reviewed and validated key elements of the framework, including:
- Strategic objectives and results framework
- Alignment with existing surveillance priorities
- Feasibility and sustainability of proposed activities
- Roles of national institutions in implementation and monitoring
The workshop discussions emphasized addressing surveillance limitations, such as technical barriers with desktop based tool, workforce shortages, limited clinician engagement, and weak intersectoral coordination. Stakeholders recommended restructuring the framework to follow international M&E models, introducing phased implementation targets, and piloting the tools with CAPTURA’s technical and financial support.

HIGH played a pivotal role in shaping the AMRSurME Framework by providing technical support to develop and align indicators and monitoring tools with global best practices.Â
This workshop marks a pivotal milestone in Bangladesh’s journey to operationalize a robust, evidence-based AMR surveillance M&E system. The finalized AMRSurME Framework will serve as a living document, guiding future implementation, tracking progress, identifying gaps, and supporting advocacy for sustained investments in AMR containment.
A Technical Working Group (TWG) will now be convened to incorporate the validated recommendations, followed by national endorsement and rollout across selected sentinel sites under the Fleming Fund-supported CAPTURA II initiative.
